The device has parallelepiped submerged boxes, each formed of a large volume (V1) opened and closed by trap doors (T1, T2). Each box is connected to a rod through membranes (19). The stem has rings (Ai) at ends. The boxes are connected by cables or chains (3) on rings. The cables or chains form a closed loop passing via guide wheels (7) and a rotor, such that the cables or chains transmit torque from gravitational force of the box to the rotor to produce electricity when one of the boxes is in top position under water surface and the other box is in bottom position in bottom of basin.
