PROBLEM TO BE SOLVED: To provide a communication system, a base station device, a mobile station device, a measurement method, and an integrated circuit which can efficiently set measurement and report of reference signal reception power (or reception quality) according to an active/inactive state of a cell.SOLUTION: A base station device notifies a mobile station device of management measurement setting for a channel state information reference signal to measure reception quality of the channel state information reference signal, by using RRC signaling. The mobile station device determines whether to report a management measurement result of the channel state information reference signal for a specified cell managed in an MAC layer of its own station on the basis of an active/inactive state of the cell.
