The present invention relates to a non-deoxidized molten steel refining apparatus and a non-deoxidized molten steel refining apparatus operation method controlling phosphorous (P) in non-deoxidized molten steel and the temperature of the non-deoxidized molten steel at the same time. The embodiment of the present invention includes a temperature rising process rising the temperature of the non-deoxidized molten steel by inputting oxygen (O2) and aluminum (Al) into the non-deoxidized molten steel; a temperature rising-stopping process stopping the input of the oxygen (O2) and the aluminum (Al) into the non-deoxidized molten steel when the temperature of the non-deoxidized molten steel reaches the desired temperatures; and a dephosphorization process removing the phosphorous (P) from the non-deoxidized molten steel by inputting dephosphorization additives. The embodiment of the present invention comprises a ladle containing the non-deoxidized molten steel; a snorkel, which is a column body having the lower side contacted with the upper part of the non-deoxidized molten steel due to the opened upper side and lower sides, having an inlet pipe penetrating the sidewall of the column body to be connected with the inside thereof; and an oxygen pipe blowing oxygen inside the non-deoxidized molten steel since the oxygen pipe is capable of being inserted into the upper side of the snorkel.
