PURPOSE: A real time data hierarchical transmission system and control method thereof are provided to embody a service with constant quality by controlling traffic congestion. CONSTITUTION: A main ring includes a main NC(network controller)(100.3) a plurality of main NA(network amplifiers)(100.10~100.30). One or more sub rings include each sub NC and a plurality of sub NA. One of the main NA and a sub NC which is connected with the main NA cover one area. The main NC is the controller of a sub ring. The main NA is connected with the sub NC through ports(115,125,135).
