The present invention provides a device and a method for estimating a parameter of a secondary battery. The device comprises a sensor which measures an open voltage (OCVm) of a secondary battery in a first depth of discharge (DOD'), where the open voltage (OCVm) is a difference between a predetermined original anode voltage (Vc,o) and a cathode voltage (Va) in the first depth of discharge (DOD'); and a control unit which calculates the original anode voltage (Vc,o) and the cathode voltage (Va) from the open voltage (OCVm), which determines whether an original cathode voltage (Va,o) is identical to the cathode voltage (Va), which determines a second depth of discharge (DOD'') corresponding to the original cathode voltage (Va,o), and which determines a state of health (��apa) of the secondary battery by the difference of the first depth of discharge (DOD') and the second depth of discharge (DOD'').
