PROBLEM TO BE SOLVED: To provide a substrate for a suspension capable of securing a sufficient area for a terminal part even if the number of wiring layers increases.SOLUTION: A substrate for a suspension includes: a metal supporting substrate; a first insulation layer formed on the metal supporting substrate; a first wiring layer formed on the first insulation layer; a second insulation layer formed on the first wiring layer; and a second wiring layer formed on the second insulation layer. The second wiring layer has a terminal part. The first wiring layer is arranged in an area overlapping the terminal part in a planar view.
