PROBLEM TO BE SOLVED: To estimate a failure distribution of each mesh with high accuracy even when estimating the failure distribution on the basis of rough positional information of each object.SOLUTION: From the number of individual communication facilities calculated by an individual communication facility number calculation section 15 and failure information read from a failure information DB 14, an individual failure number calculation section 16 calculates, for each combination of a communication building and a mesh, on the basis of a ratio between the number of individual communication facilities and the number of communication facilities existing in a service provision area of the communication building, the number of individual failures indicating the number of failures occurred in the mesh, of the communication facilities managed by the communication building. A mesh-specific failure number calculation section 17 calculates for each mesh the number of failures of each mesh indicating the number of all failures occurred in the mesh, from the position of each mesh read from a mesh information DB 13 and the number of individual failures calculated by the individual failure number calculation section 16. |
