PROBLEM TO BE SOLVED: To provide a highly practicable insolubilizing agent for specific toxic substances, for which an inexpensive raw material can be used, which can efficiently insolubilize health affecting specific toxic substances (heavy metals or the like), with which an insolubilized heavy metal is not re-eluted from a treated matter even if the treated matter is exposed to rain, acid rain or the like, and which can provide the treated matter that is neutral and reusable and environmentally friendly.SOLUTION: An insolubilizing agent for specific toxic substances which is to be applied to soil in a state of avoiding a strongly alkaline region of pH 11 or higher, includes an amorphous aluminum compound or a derivative thereof as a main component; or an insolubilizing agent for specific toxic substances which is to be applied to soil in a state of avoiding a strongly alkaline region of pH 11 or higher, includes an amorphous aluminum compound or a derivative thereof as a main component, and further includes a calcium component exhibiting acidity, neutrality, or slight alkalinity of pH<11 when brought into contact with moisture included in soil. A method for insolubilizing specific toxic substances using the same is also disclosed. |
