PROBLEM TO BE SOLVED: To provide a data broadcast generation device that generates data ES for broadcasting where content for data broadcasting is multiplexed into video ES and sound ES to be transferred.SOLUTION: A data broadcast generation apparatus 50 of a broadcast system 1 of the present invention comprises: a data broadcast generation unit 53 that generates a data ES for broadcasting by data blocks in a specified carousel period; a transfer bit rate management unit 51 that performs one of: deletion of image information; reduction in accordance with the priority about categories in the content for the data broadcasting; and expansion of the transfer bit rate of the data broadcasting by lowering the bit rate or eliminating the transfer, of the video ES and/or sound ES, and controls generation of the data ES for broadcasting in the data broadcast generation unit 53 so as to transfer the content for data broadcasting in the specified carousel period.
