The present invention relates to an opthalmic composition containing cyclosporine as an active ingredient and comprising polyethoxylated castor oil or polyethoxylated hydrogenated castor oil, and relates to a production method for same. More specifically, the present invention provides a nanoemulsion having an emulsion particle size of no more than 100 nm even when just using a simple process of mixing and stirring an oil phase and an aqueous phase without using a high-speed stirring type or high-speed shearing type of machine, and the present invention allows physicochemically very stable and long-term storage. In addition, a feature of the ophthalmic composition of the present invention is that there is no irritation when dropped into the eye.
