The present invention relates to an image processing apparatus for removing a haze contained in a still image and to a method thereof. The apparatus comprises: a haze brightness measuring unit for measuring the haze brightness in the image including a haze; a transmission quantity estimation unit for estimating a block unit transmission quantity based on the final cost function value caused by a contrast ratio and image loss in the image, and estimating a pixel unit transmission quantity based on the block unit transmission quantity; and an image recovery unit for recovering the image using the haze brightness and the pixel unit transmission quantity.
