The present invention relates to a shielding apparatus for grouting an underground water deep well. The purpose of the present invention is to perform rapid packing by properly regulating the thickness and volume of a water swelling type packer according to the size of an underground water deep well and an inner casing, and by increasing the contact area between the water swelling type packer and underground water. The shielding apparatus for grouting an underground water deep well prepared thereby comprises a base pipe (10) which is combined to an inner casing inserted into the inside of an underground water deep well; a water swelling type packer (20) which is formed along the entire circumference of the base pipe, and seals a gap between the inner casing and the underground water deep well by swelling due to underground water; and multiple guards (30, 40) which are formed to protrude at regular intervals along the entire circumference of the base pipe in order to protect the water swelling type packer. The water swelling type packer is made of a water swelling material which swells due to underground water and comprises multiple packer rods or packer plates equipped with underground water inlet in order to allow underground water to flow into the inside thereof. The water swelling type packer comprises multiple packer rods (21) where a hollow unit (21a) is formed to communicate the end part with the outside in order to allow underground water to flow into the inside thereof, comprises multiple packer rods (21) which have multiple underground water inlets (21b) whose at least one side is open in order to allow underground water to flow into the inside thereof, or comprises laminated multiple ring-shaped packer plates (23) where the base pipe is inserted inside thereof by including multiple underground water inlets (23a) along the circumference.
