PROBLEM TO BE SOLVED: To effectively serve different users under heavy network loading in a communication network.SOLUTION: In controlling admission in a communication network: cell loading is determined based on average queuing delay of packets to be sent; if the cell loading is light, all priority data flows and non-priority data flows are admitted; if the cell loading is heavy, only priority data flows are admitted; and, if the cell loading is moderate, priority data flows and selected non-priority data flows are admitted. |
