PROBLEM TO BE SOLVED: To enable prevention of an increase in a code amount.SOLUTION: A prediction image generation unit selects shape of each prediction unit from a plurality of predetermined shapes, and generates a prediction image of the prediction unit using a prediction method selected from among a plurality of prediction methods including at least parallax prediction as a prediction method for generating a prediction image while referring to an image with a viewpoint different from an image as a reference. The plurality of predetermined shapes include shapes long in a direction perpendicular to a parallax direction in the parallax prediction more than shapes long in the parallax direction.
