PROBLEM TO BE SOLVED: To provide a device and a method which can reduce a load imposed on a network so that a conference can be smoothly advanced.SOLUTION: A relay device relays transmission and reception of data between communication terminals. The relay device comprises: reception means which receives a notification of new arrangement information from the communication terminal that displays captured image data included in data and/or display data to be displayed as a conference material in one or more areas in a screen according to set arrangement information; change means which changes management information for managing data transmission to the communication terminal according to the given new arrangement information; and control means which controls transmission of the display data and/or the image data to the communication terminal according to the changed management information.
