PROBLEM TO BE SOLVED: To provide an oil-in-water type emulsion cosmetic to be applied to eyelashes or hair that is nonsticky and easily forms a cosmetic coating film when makeup is removed.SOLUTION: An oil-in-water type emulsion cosmetic includes (a) 2-10 mass%, in terms of solid content, of a polyvinyl acetate emulsion and (b) 7-15 mass%, in terms of solid content, of an alkyl (meth)acrylate copolymer emulsion, where the total blend amount of (a) and (b) is 9-20 mass% in terms of solid content and the (a):(b) blend ratio is 1:1 to 1:5 in terms of solid content. |
