PROBLEM TO BE SOLVED: To provide a power supply controller changing a reaching time until an output voltage of a high voltage power supply circuit reaches a target voltage. SOLUTION: In a control circuit 110, a high voltage power supply 130 which boosts an input voltage and supplies a boosted voltage to a load, is controlled by a PWM signal. An initial value of the duty of the PWM signal outputted to the high voltage power supply 130 is changed to change the time until the high voltage power supply 130 becomes ready to output a voltage for normally operating the load 140.
