PROBLEM TO BE SOLVED: To provide a surface-treated steel sheet which is manufactured without using Cr, has superior adhesiveness to a resin that has been coated on a steel sheet in a damp environment, has superior corrosion resistance and can be an substitutable material for a tin-free steel sheet, and to provide a resin-coated steel sheet which has a resin coating on the surface-treated steel sheet. SOLUTION: The surface-treated steel sheet includes a corrosion resistant film which is made of at least one layer formed from Ni, Sn, an Fe-Ni alloy, an Fe-Sn alloy and an Fe-Ni-Sn alloy, and an adhesive film which is formed on the corrosion resistant film, has a thickness of 20 to 800 nm, contains Ti and has salients existing therein in a linear density of 1 piece/μm or more. The thickness of the adhesive film means the maximum height H of salients from the bottom surface of the film, which is measured in a profile of a section of the film observed with a TEM. The linear density of the salients means the number of salients per unit length, which is determined by expressing the minimum height of the bottoms of recesses from the bottom surface of the film as L, drawing two horizontal lines at the upper and lower levels of ±10 nm distant from the center which is located in the position of (H+L)/2, and assuming that when one or more points at which the upper-level horizontal line intersects with the profile curve exist between two points at which the lower-level horizontal line intersects with the profile curve, the number of salients existing in this range is considered to be 1.
