PROBLEM TO BE SOLVED: To provide an actuator improved in positional accuracy of a rotor to a stator, a blade driving device having the actuator, and an optical apparatus. SOLUTION: The actuator 1 includes the rotor 10, an installation part 40 which is mounted on the rotor 10 to turn with the rotor 10 and has a groove part on the outer circumference side face, and a stator 20 having leg parts 22a and 22b engaged in the groove part of the installation part 40 to hold the installation part 40 slidably. The leg parts 22a and 22b individually have magnetic pole parts 23a and 23b applying magnetic force to the rotor 10, and the magnetic pole parts 23a and 23b are engaged in the groove part of the installation part 40.
