A water spraying device is disclosed. The water spraying device according to the present invention which is installed on a second vessel receiving oil from a first vessel on which a flare tower is mounted includes a spraying nozzle installed on one side of the second vessel corresponding to the flare tower of the first vessel; an inlet through which the inflow of sea water is received; a pump which sucks the sea water from the inlet and sprays the sea water via the spraying nozzle; and a hose which connects the spraying nozzle, the pump, and the inlet to make the sea water flow.
