The present specification relates to a transparent composite material which improves adhesion of glass fibers and resin by removing organic materials (emulsion) coated on the surface of the glass fibers, has relatively high light transmittance, reduces Haze, and show improved mechanical strength (flexural strength and the like); and an apparatus and a method for manufacturing the same. The method for manufacturing the transparent composite material according to an example disclosed in the present specification comprises the steps of: supplying a film coated with transparent resin; removing organic materials formed on the surface of the glass fibers; and burying the organic material-removed glass fibers on the transparent resin and preparing a glass fiber plate.
