PURPOSE: A surface treating device of a metallic plate and methods of treating and plating surface of a steel sheet using the same are provided to apply various properties to the surface of a target metal using a plasma generator in electrolyte. CONSTITUTION: A chamber(50) holds or passes a target metallic-plate. A plasma generator is in associated with the chamber. The plasma generator comprises a first electrode applying unit(30) applying a first electrode to the metallic plate and a second electrode unit. The second electrode unit forms plasma between the metallic plates, to which the first electrode is applied, through electrolyte in the chamber. |
