Provided are a method for manufacturing complex metal particles and complex metal particles manufactured by the method including the following steps of: forming a precursor solution by adding first metallic salts including a first metal, second metallic salts including a second metal, and a non-ionic-based surfactant to a solvent; adding a reducing agent to the precursor solution; and forming complex metal particles which includes the first metal which is included in the first metallic salts and the second metal which is included in the second metallic salts, wherein the surfactant is polyoxyethylene, polyoxyethylene sorbitan monolaurate, or polyoxyethylene oleyl ether.
