<p>PURPOSE: A movable two-way air conditioner using a thermoelectric element is provided to obtain cooling effects of the air conditioner by mounting a cooling and heating module on a cold and hot air blower and supply warm water by converting a direct current. CONSTITUTION: A movable two-way air conditioner using a thermoelectric element includes a cooling block, a thermoelectric element block, a radiation control block, a first thermoelectric element (120), a radiator (200), and a first fan (201). The cooling block includes an outlet unit (132) and an inlet unit (133) for cold water. The thermoelectric element block is in contact with the one surface of the cooling block. Warm water is circulated in the radiation control block. The first thermoelectric element is in contact with each the thermoelectric element block and the radiation control block. The first thermoelectric element cools the cold water in the cooling block and heats the warm water in the radiation control block. The radiator is connected with the inlet unit and the outlet unit by a pipe so that the cold water is circulated. The first pan compulsorily discharges cold air of the radiator to the outside.
