PROBLEM TO BE SOLVED: To provide a development device in which a developer carrier is allowed to carry an appropriate amount of developer while suppressing toner filming.SOLUTION: A development device 6 includes a development roller 5 and a developer layer thickness regulating member 7 that abuts the development roller 5 and regulates a layer thickness of toner 3 on the development roller 5. On a surface of the development roller 5, a surface layer 10 whose storage elastic modulus E' is set to a range of 15 Pa≤E'≤30 Pa is formed. A curved surface is formed at a front end 7b1 of the developer layer thickness regulating member 7, and a space between the curved surface and a surface layer 10 forms an intake port 24 that takes in the toner 3 to be carried by the development roller 5. A curvature radius R of the curved surface of the front end 7b1 of the developer layer thickness regulating member 7 is set to a range of 100 μm≤R≤500 μm.
