PROBLEM TO BE SOLVED: To provide an image processing device that accurately and easily determines the occurrence of a scene change.SOLUTION: An image processing device comprises: a pixel-based cost calculation section 170 that calculates a cost of each pixel in a target frame image from the value of a color component of a first pixel in the target frame image and the value of a color component of a second pixel in a reference frame image aligned with the first pixel; and a scene change detection section 171 that determines the occurrence of a scene change by comparing a cost of the entire target frame image based on the cost of each pixel with a predetermined threshold.
