The present invention is applicable to a charger for performing charging of a secondary battery mounted in an electric vehicle. This charger has: a power supply unit which supplies power to the secondary battery; a settlement unit which performs settlement of a use fee for the charger by way of e-cash; and a control unit which, upon receipt of an instruction to start charging from the electric vehicle, with respect to the power supply unit, instructs starting of power supply to the secondary battery and, with respect to the settlement unit, instructs performance of settlement by way of the e-cash. |
