The objective of the present invention is to provide: a viewing angle limiting sheet that can suppress a decrease in head-on brightness and can suitably prevent leakage of personal information and the like from an oblique direction; and a flat panel display provided with the viewing angle limiting sheet. The viewing angle limiting sheet is provided with an optical functional layer having: a plurality of first optically transmissive sections that are provided protruding in a multi-banded manner; and second optically transmissive sections filling the spaces between the first optically transmissive sections. The left and right of the upper ends of the first optically transmissive sections are formed in a chamfered manner, and the first optically transmissive sections have an optical function differing from that of the second optically transmissive sections. At least the tips of the first optically transmissive sections preferably have an inverted U-shaped cross sectional shape. The first optically transmissive sections preferably have a resin matrix and an optical dispersion agent contained within the matrix. |
