PROBLEM TO BE SOLVED: To provide an earth retaining wall construction method which can maintain sufficient water cut-off performance during construction work and can easily recover water penetration after completion of the construction work, and an earth retaining wall constructed by the earth retaining wall construction method.SOLUTION: Excavation and mixing are performed while adding a swollen superabsorbent polymer or excavation is performed without adding the swollen superabsorbent polymer and then mixing is performed while adding the swollen superabsorbent polymer to construct an earth retaining wall comprising mixed soil of excavated soil and the swollen superabsorbent polymer, and then an earth retaining wall having water cut-off performance due to soil cement is constructed thereon.
