PROBLEM TO BE SOLVED: To generate a virtual viewpoint image having few noise and high picture quality when producing a virtual viewpoint image signal from a two-dimensional image signal and a depth image signal.SOLUTION: In an image formation device, a virtual viewpoint image is generated by using a two-dimensional image signal and a depth image signal and parameters of a virtual camera. The image formation device comprises: a parallax image generation unit which generates a parallax image by using the depth image and parameters of the virtual camera; a parallax image correction unit which corrects the parallax value of the parallax image generated by the parallax image generation unit on the basis of contour lines extracted from the two-dimensional image and the parallax image, or corrects the depth information of the depth image necessary to generate a parallax image in the parallax image generation unit on the basis of contour lines extracted from the two-dimensional image and the depth image; a pixel movement processing unit which shifts each pixel of the two-dimensional image according to the corrected parallax image to generate an intermediate image; and an unset pixel interpolation unit which interpolates unset pixels in the intermediate image to generate a virtual viewpoint image.
