The arrangement has a heating device (10) comprising one or multiple electrical heating elements (18) for emitting thermal radiations. One or multiple reflectance elements (14) of the heating device are arranged at distance from the heating elements, where air or a spacer fabric i.e. knitted spacer fabric, is provided in a space between the reflectance elements and the heating elements. The reflectance elements comprise reflecting surfaces (22) that are turned towards the heating elements for reflecting the emitted thermal radiations.
