PROBLEM TO BE SOLVED: To provide a winding device allowing to easily perform work for winding a long sheet material around a winding roller and work for removing the sheet material wound around the winding roller from the winding roller.SOLUTION: In a labeling device having a winding device 40 which allows a label to be separated from a label continuous body 10 with a label 12 is peelably affixed to a long sheet material 11, and then winds the sheet material around the winding roller 41, a regulating member 42 having a pinching part 43 for pinching a winding end of the sheet material is rotationally provided to an outer peripheral part of the winding roller in the radial direction, a restricting member 45 for restricting the regulating member from rotating radially inward of the winding roller is provided, and an operation means 30 for operating the restriction member is provided.
