The present invention relates to a starch-based liquid composition for pretreating filler, filler pretreated with the composition for making paper, and paper comprising the filler. More specifically, the present invention relates to a liquid composition for pretreating filler that_when used in pretreating filler for making paper_can highly load the filler in the paper, and thus can achieve improvement in ash retention and strength of paper in a papermaking process, and can save raw materials such as pulp according to the increase of filler content; filler pretreated with the composition for making paper; and paper comprising the filler.
