PROBLEM TO BE SOLVED: To provide a gelling agent using a fish gelatine which gives no religious problem during the use and has no risk of causing new variant Creutzfeldt-Jakob disease.SOLUTION: A topical pharmaceutical or cosmetic composition comprises a pharmaceutically or cosmetically active agent and a gelling agent, and is characterized in that the gelling agent contains 5-25 wt.% of imino acid, a fish gelatine having a weight-average molecular weight of 10-250 kDa and a charged polysaccharide (kappa carrageenan having a weight-average molecular weight of 10 kDa-1 MDa).
