PROBLEM TO BE SOLVED: To control sufficiently alkali elution from a slag material including steel slag.SOLUTION: A slag material surface is modified by performing five times or more a wetting/drying treatment having a first step for allowing moisture of ≥1.0% with respect to a dry weight of the slag material to adhere to the slag material including steel slag 1, and a second step for reducing moisture until the adhering moisture amount becomes ≤0.5% with respect to the dry weight of the slag material to the slag material, after the first step. The wetting/drying treatment is performed in such a condition that the surface temperature of the slag material is in the range of 5-60°C. |
