PROBLEM TO BE SOLVED: To provide a cold-storage heat exchanger that can cool the inside of a chamber via cold storage and a refrigerant tube and cool the inside of the chamber by releasing coldness of a cold storage material using a single heat exchanger.SOLUTION: A cold-storage container 47 (or an outside surface of a refrigerant tube 45) is provided with a plurality of protrusions 47a1 or recesses 47a2. An embossing part 47g is formed to stop an inner side fin 47f in the cold-storage container 47 and air is sealed into the cold-storage container 47 above the embossing part 47g.
