PROBLEM TO BE SOLVED: To provide: a method of manufacturing a foam generator in which abnormality of a device can be accurately detected; and the foam generator.SOLUTION: A method of manufacturing a foam generator includes: an assembling process that assembles: a body 31 in which a surfactant, hot water supplied by a hot water pump, and air supplied by an air pump 22 are introduced and that discharges foam; an agitating motor 32 that mixes the surfactant, the hot water, and the air in an inside 310 of the body 31 and generates foam; a rotating speed detection part 4 that detects a rotating speed of the agitating motor 32; and a control part 5 that controls the agitating motor 32 and the rotating speed detection part 4; and an adjusting process in which adjustment of the agitating motor 32 is performed, wherein in the adjusting process, in a state in which the surfactant, the hot water, and the air are each introduced in the inside 310 of the body 31 at a prescribed quantity, a rotating speed of the agitating motor 32 is measured as a reference rotating speed, and a lower limit of a range of the reference rotating speed is set based on the reference rotating speed. |
