The present invention can inhibit variations in dispersion and grinding processing, can use stable shearing force on material to be processed, and also makes possible more efficient dispersion and grinding. The present invention is provided with: a supply unit (10A) that supplies material to be processed; a processing unit (10B) that carries out dispersing or grinding processing of the material to be processed; and a discharge unit (10C) that discharges processed material from the processing unit (10B). The processing unit (10B) is provided with a stator (12b) having an inner cavity (12d) and a rotor (11b), which is provided so as to rotate around an axial center within the inner cavity (12d). The material to be processed is processed in the clearance gap (Gt) between the outer peripheral surface of the rotor (11b) and the inner peripheral surface of the stator (12b) which faces this. The inside peripheral surface of the stator (12b) and the outside peripheral surface of the rotor (11b) are circular in a cross-sectional plane orthogonal to the axial center of the rotor (11b) and linear in a cross-sectional plane in a direction passing through the axial center. The clearance gap (Gt) is fixed in the circumferential direction and the direction of the axial center.
