In a facility equipped with a charger for charging a storage cell installed in a moving body, the amount of electric power the facility receives over a grid is minimized and an electric vehicle can be reliably used up to an expected departure time. Provided are a data-input unit for inputting equipment load conditions relating to the charger and facility and for inputting a charging demand from a mobile body in which the storage cell is installed, an optimum calculating unit for formulating a charging plan on the basis of data obtained from the data input unit, a charging demand adjustment unit for adjusting the charging demand in accordance with the calculation results obtained by the optimum calculating unit, an adjustment factor storage unit for storing an adjustment factor used to adjust the charging demand, and a data output unit for outputting the formulated charging plan.
