A terminal device sends a data retransmission request message carrying a layer identity used to identify a coding layer where data needing to be retransmitted belongs and a positioning identity of the data needing to retransmitted, so that a retransmission server accurately determines, according to the layer identity of the coding layer where the data needing to be retransmitted belongs and the positioning identity of the data needing to be retransmitted, the data needing to be retransmitted, and returns to the terminal device the data needing to be retransmitted. No redundant data is present in the data returned to the terminal device, thereby improving a utilization rate of network resources.
