PROBLEM TO BE SOLVED: To provide a polycondensation catalyst which is nontoxic, simultaneously satisfies restrictions in preservation, use and crosslinking of a single component elastomer composition and a binary component elastomer composition, and can be used regardless of types of the crosslinking agent.SOLUTION: There is disclosed an organopolysiloxane composition which does not contain any metallic catalyst, the composition includes firstly a silicone base B containing at least one polyorganosiloxane oil formable of a silicone elastomer by crosslinking by polycondensation reaction, and secondly at least one polycondensation catalyst A in an effective amount as a catalyst.
