PROBLEM TO BE SOLVED: To provide a supervisory camera device and a video signal recording/reproduction device which, without increasing burdens on the video signal recording/reproduction device, can display video with smooth motion and can compress a video signal at a high compression rate to realize long hours of recording.SOLUTION: The supervisory camera device comprises: first frame thinning image size reduction means 5 which thins out the frame rate of a video signal with a first frame rate and also reduces the image size to a first image size; second frame thinning image size reduction means 6 which thins out the frame rate of a video signal with a second frame rate which is lower than the first frame rate and also reduces the image size to a second image size which is larger than the first image size; and encoding compression means 8 which encodes a video signal from the first frame thinning image size reduction means 5 before transmitting it as a live video signal and encodes a video signal from the second frame thinning image size reduction means 6 before transmitting it as a recording video signal.
