This image encoding method, which generates a bit stream by encoding an image in a block-by-block fashion, contains: a first derivation step (S201) for deriving, as first merge candidates, merge candidates that are candidates for predicted direction, motion vector, and reference picture index used in encoding a block to be encoded; a second derivation step (S202) for deriving, as second merge candidates, merge candidates having a preset vector as a motion vector; a selection step (S203) for selecting, from among the derived first merge candidates and second merge candidates, a merge candidate to be used in encoding the block to be encoded; and an encoding step (S204) for adding to the bit stream an index for specifying the selected merge candidate. |
