<p><P>PROBLEM TO BE SOLVED: To provide a webbing winding device which can prevent or suppress the occurrence of the operating noise resulting from the repetition of the mechanical connection and disconnection between a drive means and a spool and which can continuously maintain and release the operating state of a torque limiter. <P>SOLUTION: While the engagement of a pawl 120 and a driven gear 130 is forcibly eliminated, the engagement of the pawl 120 with the driven gear 130 is restrained by the interference piece 172 of a pawl stopper 160. Since the contact part 168 of the pawl stopper 160 is pressed by the pressing part 170 of a ring gear 102, and the pawl stopper 160 is rotated together with the ring gear 102 when the ring gear 102 is rotated in the winding direction in this state, the engagement of the pawl 120 with the driven gear 130 is maintained.
