PROBLEM TO BE SOLVED: To provide an external heat insulating panel and structure, which reduces a construction time and labor in the field. SOLUTION: The external heat insulating panel 15 is provided with: a frame body 16 and a heat insulating material 17 provided in the frame body 16. The frame body 16 includes: a plurality of vertical bar members 16a laterally spaced and provided in parallel with one another; and a plurality of horizontal bar members 16b provided to connect these vertical bar members 16a. Since the horizontal bar members 16b are fixed to the front faces of the vertical bar members 16a, the horizontal bar members 16b function as furring strips by mounting the frame body 16 to the outside of an external wall structure 8 so that the horizontal bar members 16b face outside, and an external facing material 24 is mounted to the horizontal bar members 16b. Furring strip mounting work in the field is thereby dispensed with to reduce a construction time and labor of the external heat insulating structure. COPYRIGHT: (C)2010,JPO&INPIT
