PURPOSE: A codec forgery detection device and a method thereof are provided to clearly identify the responsibility of a web hard service provider, by defining uploaders who repeatedly fail in recognizing the finger print as a malicious uploader. CONSTITUTION: A content registration unit (310) receives digital content data from a relay server or from the terminal of a rightful person, registers the data, and stores the metadata of the digital content into a content DB (350). An electronic fingerprint extraction unit (320) extracts the electronic fingerprint of the digital contend and stores the extracted fingerprint into the contend DB. A copyright management unit (330) compares the received electronic fingerprint from the relay server and the stored electronic fingerprint in the contend DB and sends the filtering result to the relay server. If the extraction of the electronic fingerprint of the digital content fails, a codec forgery determination unit (340) determines the recognition failure of the electronic fingerprint due to the codec forgery and stores the result into an upload log file.
