PROBLEM TO BE SOLVED: To provide a modifier for producing elastic fibers which improves a property for unwinding dilaments from bobbins and has a filament sticking-preventing property, because the filaments contain a higher fatty acid metal salt, does not have the problems that the higher fatty acid metal salt is separated or precipitates in a modifier slurry and that, for example, a nozzle is clogged with the higher fatty acid metal salt. SOLUTION: The modifier has a colloidal dispersion containing a silicone oil (component A) having a viscosity of 2×10<SP>-6</SP>to 1×10<SP>0</SP>m<SP>2</SP>/s at 25°C, a specific modified silicone oil (component B), and a specific higher fatty acid metal salt (component C) at a mass ratio: (component A)/(component B)=100/0.5 to 100/50, and [(component A)+(component B)]/(component C)=100/10 to 100/100.
