PURPOSE: A system for the digital watermarking of video contents having a low bit rate in a mobile environment and a method thereof are provided to generate M sequences by using a unique key of a user and insert the M sequence into contents, thereby guaranteeing the robustness of a watermark in a video having a low frame bit rate. CONSTITUTION: A mobile user information collector (110) of a contents server (100) collects information about a mobile user requesting contents through a user terminal (300). A contents collector (120) of the contents server collects contents (400) including a watermark. A digital watermarking processor of the contents server generates an M sequence for a key value of the mobile user information, inserts the M sequence into the contents, and extracts the M sequence from the contents including the watermark.
