<P>PROBLEM TO BE SOLVED: To provide a two-pack type ordinary temperature-curable urethane coating film water-resistant composition suppressing generation of Benard cells. <P>SOLUTION: A first liquid including a urethane prepolymer and a second liquid including a polyol compound, an aromatic polyamine, a filler, and a balloon are included. The balloon has an average particle size of 20 μm or more and specific gravity of greater than 0.05 and less than 0.35, and is included in the second liquid in 1.0-10.0 mass%. The urethane prepolymer in the first liquid is a reaction product of a polyisocyanate compound and a polyol compound (b). The polyol compound (b) comprises at least one low molecular weight polyol compound (b<SB>1</SB>) selected from the group consisting of polyol compounds with a number-average molecular weight of 2,000 or more and less than 6,000 and at least one high molecular weight polyol compound (b<SB>2</SB>) selected from the group consisting of polyol compounds with a number-average molecular weight of 6,000-20,000.
