PROBLEM TO BE SOLVED: To minimize and correct missing of the viewing and listening data (broadcast ID signal embedded by watermark, or the like) without providing any special facility on the outside of a broadcast station or a tabulation center. SOLUTION: When the station code and the service code of the viewing and listening data are "unknown" in a certain time, a computer 302 determines whether there is an error occurrence record on the operation status data at that time (S303). If there is an error occurrence record, the computer 302 determines the error level (S304) and executes predetermined processing, e.g. interpolation of the viewing and listening data, setting to "fault (impropriety)" or setting to "fault (off-the-air)", according to the error level, the station code and/or the service code in the time before and after the certain time (S313, S315, S321, S325).
